Our Story
History of The Bishop’s Wives C.O.O.L.J.C.
The Bishop’s Wives Conference began as a fellowship in 1997, twenty-eight years ago,
under the leadership of Mother DyAnne E. Moultrie, wife of The Late Apostle Henry A.
Moultrie, II. Apostle Moultrie, who was serving as Chairman, Pro Tempore of the I.B.O.B., asked Mother Moultrie if she would organize the Bishop’s Wives and provide a fellowship for
them. At the same time, their husbands met annually to discuss matters concerning the
Board of Bishops and the C.O.O.L.J.C.
The first Breakfast Fellowship in 1997 was held at the Marriott Hotel in Stamford, CT.,
and subsequently in the following cities and states: Durham, NC, Flint, MI, and in 2001,
met in Deland, FL. Mother Frances Darby made Breakfast arrangements with the hotel in Florida. Mother Theresa Rubin served as Hostess Coordinator. Mother Helen Mitchell was the Chaplain and prepared a Bishop’s Wives Song Book.
Mother Moultrie always had a topic for discussion and time for sharing at these
Breakfast Meetings. We prayed together, sang together, ate together, and shared
intimate concerns. The Lord was with us as we encouraged one another. Mother
Moultrie always prepared a typed program, and handout materials were distributed to
each attendee.
As the Bishops’ Council continued to grow, the Bishop’s Wives met, led by the wife of
the I.B.O.B. Chairman. The Bishop’s Wives are committed to serving and supporting the
leadership of our husbands as well as creating a network of love, prayer, and support among the wives and widows of Bishops. No dues or offerings were ever collected. Each wife confirmed her attendance in writing, in response to correspondence from the Chairlady, and paid in advance for her meal.
These were the humble beginnings of our now International Board of Bishops’ Wives Conference.

Biography of
LADY SARAI WILKINS, Psy.D.
Lady Dr. Wilkins is a woman of faith who is committed to the work of the Lord and
believes the redemptive Word of God brings purpose and passion throughout our life experiences. She is a third-generation daughter of the Church of our Lord Jesus Christ (C.O.O.L.J.C.). As a child, she was born and raised at the Greater Refuge Temple Church (the Mother Church within C.O.O.L.J.C. in Harlem). She relocated from New York City to Indiana with her family, where her parents began their ministry. There, she received the gift of the Holy Spirit and was baptized at the young age of 8. In 1994, she was led by the Lord to return to New York City and serve at Greater Refuge Temple Church. While faithfully serving in the ministry, Sarai married her husband and best friend, Bishop William Wilkins Jr., of Bronx, New York, in 1999. Despite a previous doctor’s report, God blessed them to become the proud parents of Mya Faith (21), William Blake III (17), and Madison Grace (7), who are the jewels of their lives!
Formerly pastored by her Father in the Gospel, Chief Apostle William L. Bonner, Greater Refuge Temple is now under the leadership of Honorary Apostle Charles E. Wright Sr., and her husband, Bishop William Wilkin Jr., serves as the Assistant Pastor. She currently serves faithfully there in several capacities, including as a Missionary formerly under the direction of the late Mother Dorothy Anderson and presently led by Missionary Janice Johnson. At Greater Refuge Temple, she serves as the Managing Director of Human Resources for the church’s employees and volunteers, as well as the Minister and Deacons’ Wives’ Guild (MDWG), and a counselor for women and couples. She. participates in various spiritual and ministry team projects.
Internationally, Lady Dr. Wilkins has served faithfully as the Chairlady for the IBOBs’
Wives since July. 2025. She was also the first Coordinator of the Ladies of Excellence (LOE) for young ladies in their 20s, 30s, and 40s, a newly created position under the leadership of former President, Lady Dr. Shannon Smith, under the International Women’s Council (COOLJC). Lastly, she also served as Historian for the MDWG. Overall, she has a passion for women, youth ministries, the elderly, and those who are sick and shut in.
Lady Dr. Wilkins recently graduated from the Human and Organizational Psychology Doctoral Program (Psy.D.) at Touro University Worldwide (cum laude) in July 2025. She is an alumnus of Ball State University (Indiana) and Milano Graduate School of New School University (summa cum laude) in New York City. Formerly, she was an Assistant Professor for 12 years, teaching at one of the largest and leading public community colleges in New Jersey. She has worked in the field of human resources management and consulted for over 20 years in various industries, such as the public sector, healthcare, education, nonprofit organizations, and social services. Above all, she would not be the woman she
is today without the Lord Jesus Christ, strong faith in God, the prayers of the righteous, and the support of her family.
